To change your Steam name, you can do the following:
* This is NOT your in-game name that shows in chat *
Open the Steam application
Hover over your username at the top of the screen
Select Profile from the drop-down menu
Click Edit Profile
Change your Profile Name to your new name
Scroll to the bottom of the page and click Save
